Utility Superintendent

Job Duties and Responsibilities: Under the direction of the Director of Public Works, performs administrative duties related to the wastewater treatment plant, collection system and the water division. A. Directly or indirectly supervises all employees working for the wastewater treatment, collection system and water division. B. Analyzes and evaluates the operation and maintenance of the wastewater treatment plant and the City’s freshwater system. C. Inspects the plant regularly and recommends or initiates new or improved practices. D. Develops plans and procedures to ensure efficient plant operations and recommends plant improvements and/or additions. E. Oversees the installation of new water services, the construction of new water mains, the replacement and/or repair of water mains, the resolution of customer complaints, etc. F. Develops plans and procedures to ensure an effective and appropriate freshwater system for the community of Great Bend. G. Actively participates in the storm water management program. H. Oversees the Water and Wastewater Lab Environmental Testing and reporting requirements. I. Prepares and/or approves operation reports and budget requests. J. Requests approval for major expenditures, as necessary. K. Recommends specifications for major equipment and material purchases. L. Organizes and directs the training programs for WPC and Water personnel. M. Performs other duties as assigned or required. Qualifications: A. Demonstrate knowledge of the principles, objectives, practices, procedures, laws and regulations of the WPC and Water divisions. B. Ability to communicate effectively both orally and in writing. C. Ability to establish and maintain effective working relationships with governing body, city administrators, department heads, employees, and the public. D. Ability to provide appropriate supervision to WPC and water employees by providing effective feedback, dealing with problems assertively and quickly, creating a cooperative work environment, modeling appropriate behavior, promoting and initiating change, completing appropriate evaluations on a timely basis, etc. E. Ability to efficiently and effectively organize and direct the work of subordinates toward the accomplishment of the department’s objectives. F. Ability to use sound judgment and common sense, think logically, and make appropriate decisions. G. Demonstrate knowledge of the laws and regulations related to employment practices and the supervision of employees. H. Demonstrate working knowledge of computers and modern office practices. I. Ability to understand and anticipate problems, develop department policies and procedures, prepare reports and budgets, interpret data, and understand manuals, articles, reports, and written instructions. J. Demonstrate thorough knowledge of equipment, federal and state regulations and reporting requirements, and operation of the WPC plant. K. Demonstrate thorough knowledge of federal and state regulations and reporting requirements, equipment, materials, and policies and practices used in the construction and maintenance of the City’s water system. L. Requires a valid Class B CDL driver's license from the State of Kansas, with air brakes and tanker endorsements.

Required Knowledge, Skills, Abilities, Education, or Experience

Education/Experience: Requires a high school diploma or equivalent. Requires a minimum of five years’ experience and at least three years of supervisory experience. Requires a Class IV certification in wastewater treatment, and a Class III certification in water treatment or must attain within a time period established by the Director of Public Works.
